Who in particular told you this? I occasionally see communities
Not to put too much of a fine point on it, but that license provision strikes
me as only half of the deal in the case of a submission to an ASF Project. The
other key aspect has to do with the explicit assertion by the pull-requester
that they have the right to make the contribution, which is
I'm unable to compile/run due to some of the issues noted by ian, just that
I'm not as willing to install older java versions to make it work.
Anyways, it seems like some of these issues are alleviated in your master
branch, so (to break Marvin's heart a little :-)

The Apache Apex community is pleased to announce release 3.3.0-incubating
of the Malhar Library.
Changes:
https://github.com/apache/incubator-apex-malhar/blob/v3.3.0-incubating/CHANGELOG.md
Apache Apex is an enterprise grade native YARN big data-in-motion platform
that unifies stream processing
Non-binding +1 to Joshua joining the Incubator. I'd be interested in
mentoring.

Anyone else have interest in Machine Translation? Any OpenNLP folks,
Hadoop folks, Tika, or Lucene folks? CC’ing the dev lists for visibility
please feel free to reply to general@i.a.o.
I’ll
please, join us and add yourself to the proposal! :)
