Podling websites not meeting ASF requirements

It looks like podlings don't always grok the requirements for ASF websites: https://www.apache.org/foundation/marks/pmcs#navigation etc Nor are the download requirements always clearly understood. ISTM that maybe the docs need to be updated to point to the appropriate requirements.
