Before LDAP was used for podlings, committers were not distinguished
from PPMC members.
Only those in the TLP resolution were added to the PMC and committer

Agree with Ted Dunning points.
Generally speaking, as PPMCs, it is easier for mentors to help incubation
project, so I suggest adding it.

It helps a little it will flag the zip file as a binary file but it won’t look
in it’s contents.
