ASF has the targeted sponsorship with Jetbrain[1], which supports
applying for the license with an apache email.
I just found docker is listed as a gold-targeted sponsor[2], maybe we
try to apply for the free license with apache org email.
Yes, this is a process issue not licenses issues.
