All, Based on some of the feedback received, i think we should start putting together some revisions to the Incubator's policy document. The document in reference is at http://incubator.apache.org/incubation/Incubation_Policy.html
- Acceptance by Incubator Rephrase the first few lines as: If the Sponsor of the Podling is the Incubator, then only a single vote is required to accept the podling. Otherwise the Sponsor is an existing top-level project PMC, which now needs to notify the Incubator PMC. The request, which should be sent to the Incubator PMC on the general list, MUST contain the following information: Essentially drop the first paragraph (current) and rephrase the second paragraph to work as a more succinct entry-point. - Mentors as IPMC Members. Under "Creation of a Podling" the following statement is made: Upon acceptance by the Incubator PMC, the Podling's Mentor becomes a member of the Incubator PMC (should they not already be one). This seems to indicate a single mentor who may or may not be a member of the IPMC. I would like to propose rephrasing this as: Mentors of a podling must be members of the Incubator PMC. - Acceptance of Mentors Reword to better say that Mentors are part of the proposal and should be accepted as a part of the proposal: The nominated Mentors are part of the project proposal. Acceptance of those Mentors are a part of the overall vote of the podling. There may be some scenarios where proposed mentors may not be adequate and should be questioned during the discussion phase of the proposal. The Incubator PMC has the final choice of Mentors. - Releases -- Replace references to "-dev" with "dev@" to align with the mailing list structure changes. -- Change "Podling's public -dev list. At least three +1 votes are required" to "Podling's public -dev list. At least three +1 votes are required from PPMC members" (to clarify PPMC votes) - Graduation - Legal Change references from "ASL" to "Apache License" - Graduation Requirements - SVN Change the SVN line to be "SVN module or git repository" - Graduation - Meritocracy Change: Engagement by the incubated community with the other ASF communities, particularly infrastructure@ (this reflects my personal bias that projects should pay an nfrastructure "tax"). To: Engagement by the incubated community with the other ASF communities, particularly users@infra. Change: Destination PMC, or ASF Board for a TLP, has voted for final acceptance To: Destination PMC (in the case of a sub-project) has voted for final acceptance. ASF Board has unanimously accepted the establishment in a board resolution Change: The above implies that new committers are admitted according to ASF practices To: (Make a second-level bullet under the parent line) Remove: The bullet points under Release plans are developed and excuted in public by the community. - John
