To be explicit, I think this RC should be hereby cancelled and we need to
prepare another one for the 0.3.2 release.
Celeborn 0.3.2 could be the first incubating release in 2024, not bad, and

- LICENSE mentions 1 3rd party file from Guava; however, the NOTICE lists both
Apache Spark and Apache
