The Synapse 0.90 Release vote has now been open for 72+hrs.
We have run RAT on the release, and based on feedback from the
Incubator PMC we have added the incubation DISCLAIMER to the mar file.
We have the following binding votes from incubator PMC members:
Paul Fremantle +1
Davanum Srinivas
I'm +1 now (non-binding). Looks good.

Having read the chain, I can see that putting incubating in the
version helps maintain continuity as we graduate. But in our case it
breaks continuity with our previous releases and format.
Given that we meet the requirements of the incubator (having the
artefacts clearly
