I know the vote is over but I checked the release - the source release is fine
and I would of voted +1 (binding).
Some of the thing that look like they need to be fixed:
- source NOTICE contains wrong year
- binary NOTICE contains wrong year
- binary NOTICE incorrectly list ASF licenses.

One odd thing I noticed was the existence of these directories in the
source tarball, but since they don't contain any files they can be
addressed in the next release:
apache-tephra-0.14.0-incubating/${project.basedir}/
apache-tephra-0.14.0-incubating/${project.basedir}/src
+1. Did a build in a fresh repo, looked over the LICENSE and NOTICE files,
ran rat. Rat initially fails, but on further inspection all the files it's
complaining about are the other license files. I believe there's a way to
exclude these files from the rat run. In the future it would be good
