needs to be updated to conform with ASF convention but given the
DISCLAIMER-WIP it is fine.

The signature, SHA hash is good; the NOTICE, LICENSE files are in place;
The header is not apache style, as Tianqi stated, should be updated in
future releases.

+1 (binding) but more work in needed on headers and licensing
I checked:
- incubating in name
- DISCLAIMER exists
- LICENSE and NOTICE are OK but not complete. The restrictions of use
conditions will need to be addressed at some point.
- File are missing ASF headers
- No unexpected binaries
