- Include the word incubating in the release file name.
- DISCLAIMER file exist
- Signatures and hashes are fine
Suggest update the NOTICE year next release.

- DISCLAIMER file exist
- LICENSE and NOTICE files exist, NOTICE year needs to be fixed
- Include the word incubating in the release file name.
- Signatures and hashes are fine
