Infra would be a good place to dicsuss this. Not sure the incubator can
help here.
And yes, infra uses bintray. I know from some of their self built deb
packages, they stage them here.

I was pointed at https://bintray.com/apache. Is that an "official"
bintray account for apache? Are projects publishing convenience
