[gentoo-amd64] emerge --emptytree

Why does emerge --emptytree world upgrade and install new packages while emerge --upgrade world --deep --newuse does nothing? It seems to me if I'm properly updated, shouldn't emptytree be straight re-installs all the way down? Yes, I've tried both 'system' and 'world'. Just in case
