We need to revert the following change to toolchain.eclass:

It turns out that bsd and prefix need fixincludes while building gcc
itself, so disabling their build will make gcc unbuild

here is the latest iteration of this news item, with input from both

If this is what we accept, someone might want to update the wiki and add
