XDG_STATE_HOME is defined in the basedir spec just like XDG_DATA_HOME and
XDG_CONFIG_HOME, so we should cover it.

Noticed after a report on the forums at 
https://forums.gentoo.org/viewtopic-t-1157623.html
causing a sandbox violation if set by the user when building app-editors/neovim.
