Portage wants to emerge hardened-sources via 'emerge -Du world' but I
use hardened-dev-sources and that's what is in the world file. Why
does it want to emerge hardened-sources?

Maybe your kernel is no longer marked as a dev- kernel:
# emerge -pv hardened
