Actually it looks like your problem is that your second mouse(you ave
two declarations, is fine) is not identified in the server layout, here
is what you should look like:
Section "ServerLayout"
Identifier "XFree86 Configured"
Screen 0 "Screen0" 0 0
InputDevice"M
my XF86Config:
Section "InputDevice"
Identifier "Mouse1"
Driver "mouse"
Option "Protocol" "IMPS/2"
Option "Device""/dev/input/mice"
Option "ZAxisMapping" "4 5"
Option "SendCoreEvents" !!maybe you're missing this line?

This likely isn't your problem, but for others following this thread,
I found some documentation in the
/usr/src/Linux/Documentation/usb/ehci(?).txt while trying to get my USB
mouse to work under X.
Basically( and this is by memory ), support for serial/character( e.g.
mice ) oriented device
my XF86Config:
Section "InputDevice"
Identifier "Mouse1"
Driver "mouse"
Option "Protocol" "IMPS/2"
Option "Device""/dev/input/mice"
Option "ZAxisMapping" "4 5"
Option "SendCoreEvents" !!maybe you're missing this line?

i'm sure if this is what you mean but you can
cat /dev/input/mice
and then when you move the mouse you should see some wierd chars apearing
