I am havnig a problem logging in my desktop (which runs Gentoo). I 've
installed ftp
, but can't login from other machines. It keep saying permission denied.
What should I do to make it work?

You need to install a ftp *server* such as proftpd (emerge proftpd).

You need to install a ftp
Alternaively You have bad permisions on servers chroot directory...
