If I have
USE="-apache2 apache"
in make.conf, shouldn't that allow me to install Apache 1.3.28? I found that
on the Gentoo forum, and tried it but..
emerge =apache-1.3.28 -vp
emerge --inject net-www/apache-2.0.47

Sorry, I wasn't clear.
If you do not have one, create /etc/portage/package.mask
in it put the line:
>=net-www/apache-2.0.0
save it, and emerge -p apache and see what comes up.
Same trick works for mysql if you aren't ready to move to 4.x

p.s. You may have to create /etc/portage before you

[ebuild N ] net-www/apache-2.0.47

What existing apache entry? I have no apache entry in there. So I added it:
> grep apache /var/cache/edb/world
net-www/apache-1.3.28
Same
or
>=net-www/apache-2.0.0
This blocks all versions of 2 or better.
