Probably this is your problem: You have apparently stabilized the testing virtual/tmpfiles (or some other package which requires it). virtual/tmpfiles depends (unless you use systemd) on the unstable sys-apps/opentmpfiles. Moreover, the latter in turn depens on the unstable >=sys-apps/openrc-0.23. So either add the latter two packages to package.accept_keywords or clean up the latter.
