Azure and Skype were impacted by Texas datastore cooling problems caused
by thunderstorms (insert cloud jokes here), and then a broken Azure
update. I think the worst occurred after the PSC meeting, but Microsoft
may have been having problems beforehand:

Hi Torben,
as far as I know, even if not related to the GT/GS PSC meeting, the past
days we had some colleagues being unable to receive/see Skype messages
being sent by some specific colleagues so that could have been a general
Skype issue :(
(Skype works worse every day... :-) )
