I double checked what was needed for log4j update, and updated the proposal
to reflect log4 2 ability to load log4 1 configuration files:

I have a fix for GEOT-7011 but that is a separate issue and not part of the
proposal.
The existing restrictions on WFS output are sufficient to keep a system
stable with shapefile or geopackage output.

this morning I've found that most of our Jenkins jobs were failing to
connect to git, since sometimes yesterday, with this error:
Caused by: hudson.plugins.git.GitException: Command "git fetch --tags
--force --progress -- git://github.com/geotools/geotools.git
Ah, duh,
Never mind, I had an old git checkout (branch master...) which I updated (till
june last year...).
Should have started with a fresh checkout which has a 'main'
