I do not believe that resource server use is supported by the existing
security module.
I have personally used this to integrate with login with other credentials
(keycloak or azure), so this is the only workflow I am sure of.

I use the Resource REST API, and importer REST-API to manage GeoPackage
files.
I am not sure of the best way to manage files; there is also was a
community rest-upload for resumable uploads at some point. It is still in
the codebase, but does not have documentation.

Yes I was going to recommend removing the excludes, which are there to
prevent double testing.
And instead exclude the tests upstream. Since that plugin does not pass
requiring both oracle and postgis at the same time.
Better to test oracle and postgis independently.

Nice timing Gabe,
I actually ran into this disconnect last week also (testing the geocat
bridge plugin which uses the REST API). It would be nice to provide access
for automation limited to specific workspaces.
