Given that there were some issues with the build server and sourceforge
when this release was published, perhaps something went wrong during the
publish step (corrupt or incomplete files maybe?)

I see the same error, tested with the -war.zip and -bin.zip. If you log
in and examine file file information, the -war.zip file has only one
mirror, which is unusual. By comparison, geoserver-2.6.4-war.zip has 15
mirrors; downloads for this file work fine.
