AltlasStyler allows to create labeling rules with two attribute fields,
seperated with a colon. If any of the two fields is null, the colon is
not shown.
You can create such a style with AtlasStyler and then look at the
generated TextSymbolizer
If you really only want one label per polygon, globally, then you can also
do some processing to condense each polygon to a single point for labelling
purposes. If your polygons are bigger than your map viewer this can result
in unlabelled polygons for particular viewing areas though, so usually

I've never done it, so I don't really know. I know it's super easy with
Safe FME or Snowflake software's tool. You also could probably do it with
OGR, just try to transform from the gml to postgis. Or Oracle, or whatever
your spatial db is.
