just to update... I have now deleted my gwc directory and set the GEOWEBCACHE_CACHE_DIR in WEB-INF/web.xml After a restart, geoserver creates the new config files into the directory as instructed in web.xml. Everything seems to work finebut geowebcache.xml is still not recognised! yours,
