The Function element should *replace* the Literal, not be contained within
it. I think if you take out the Literal tags entirely this should work.

I am experiencing problems with the upgrading of a test geoserver.
We are running live with Geoserver version 2.1.0. I have made a copy of the
data and installed a second copy of Tomcat on a different port. Installing
Geoserver version 2.1.0, pointing at the copied data works fine.
