I'm not sure, that problem will be in javscript and css because it happend
even in layer preview in GeoServer. It is true, that is only in one zoom
level, but too :(

Sorry for not having a direct answer, but I installed a system like this
using Apache and Tomcat servers.
I managed to solved this issue using a Apache Tomcat Connector (mod_jk).
Maybe you should google for something similar: iis jetty connector for
example.

The Apache Tomcat Connector for IIS is isapi_redirect.
Personally, I found it to be a hassle to set up and am still uncertain if it is
fully functional, but then again, I am trained in GIS, not systems management.
