I am planning to use Geoserver WMS layer for many administrative areas with
raster layer (geotiff). So my objective is, when someone selects another

Finally figured this out. The 50MB size limit was one of the issues. My first
issue was my server firewall was blocking port 8080 for some reason, which
was the cause of the 404 error. Once I unblocked that port, I was able to
deploy the .war only to receive an "exceeded file upload size" error. Af
