can not create through endpoint. Is there any way to create the layer using
APIs ?

I am not sure WMSTransaction is a thing? Do you mean:
- Web Map Services Tiles (WMTS)
- Web Map Service Temporal Profile (WMS-T)
- Web Feature Servies Transaction Profile (WFS-T)

I can confirm there are definitely a bunch of services out there where
the REST keys are case sensitive. Unfortunately I can't check and see
