We just looked some of this up:
- for *.properties files it is iso8859-1 or something which supports a
range of characters
- new: for *.utf8.properties it is UTF8
- for *.java it is utf8

I just wanted to follow up on this and say that the solution I ended up using
was to convert every single band grayscale image to a 3band image using GDAL.
Then every file in my image mosaic was 3 bands and then color and grayscale
images would display as expected with no further modifications
