If you go to https://sourceforge.net/projects/geoserver/files/GeoServer/ then select a version, then download the geoserver-<version>-htmldoc.zip file from that version you will get the docs site content. You can then unzip it and open it in your browser and navigate it as usual.
Note that some things like the top level links and search in the header might take you out to the internet, but if you avoid those and just click the links in the content area, you will navigate around on your local copy.
