Ok, it seems to be this GWC issue

WGS84BoundingBox is not mandatory and ArcMap (version is actually 10.1) just
warns about it so this is not critical. ArcMap still does not show the GWC
layer and we do not know yet why.

I am using an EPSG:3067 based grid set with integrated GWC. Corresponding
geowebcache.xml is on page 3 in document

Problem is that WMTS GetCapabilities does not advertise WGS84BoundingBox for
these layers as can be seen
