the file you get back is a PNG (or JPEG, depending on what you requested),
but yes, I can see
GeoServer is giving it a content disposition with a file name ending with
.image.
We normally don't notice because the output of GetLegendGraphic is directly
displayed in the browser/client,
instead of

I was considering to link legend to be downloaded directly by the user but
the image coming from geoserver has an extension of .image. Is there a way
of getting the legend url in a form of png or jpeg?
