Did you try in a browser on your own computer or on the server where you host
Geoserver?
If not you should check that first.

I am trying to print ArcGIS Services from another server within my module. I
have added the hostname to the yaml, but I am getting the following error. When
I put the link directly into the browser, I get the image.
ERROR [print.PDFUtils] - Server returned an error for {link}: Connection refused
