It will not work either, because the "filled_arrowhead" is not a standard
well known mark, it's something qgis made up instead (GeoServer
has its own list of out of standard well known names, but there
is no alignment between the two projects on these "vendor" provided
names).
Try triangle maybe,

I suspect that GeoServer doesn't implement the function (a quick
google of the docs can't find it).
Support in GeoServer for the SLD 1.1 specification is limited and
doesn't appear to be in the 1.0 spec so
