Hi,
It looks like a projection issue and you must find out the right projection for
your shapefile. If you did not get the .prj file you can try to guess by using
an ogrinfo utility and having a look at the extents of the dataset and units.

I'm using GeoServer 2.1.4 locally, I followed the steps in getting started
to add the shapes to a new workspace. When I preview the layer, I get the
shape repeated indefinitely. Here is a screenshot:
