Adding -DEPSG-HSQL.directory=/tmp/differentLocation to the java call in
the startup.sh script will create the EPSG-Database in the specified
location on GeoServer startup.

I am not sure because I have never done this myself but I think setting the
java system property EPSG-HSQL.directory will set the directory where the
epsg database is unpacked.
