I'm trying to join the GS french translation team but can't because there's
no french translation team...

Just created missing French teams for both geoserver master [1] and
geoserver 2.3.x [2] branches.
Feel free to join with your social accounts or with your created Transifex
account.
If you have any questions about how and when getting the translations into
the codebase let me know
