Tomcat doesn't serve CGI scripts, but Apache can do it. If you want to
serve your GeoServer site through Apache you should look into mod_proxy
(mod_jk is another option but I haven't seen it used much.)

I use Tomcat (deploying GeoServer) and Apache httpd serving the php.

where it should be ? on apache or tomcat ?
another thing,
if i want to serve all my files on apache httpd only. while my geoserver is
on tomcat
what setting i need to do ?
is it kind of proxy ?
