This only leaves me with one constructor, and the one remaining
constructor requires a lot of information that seems like overkill for
every single instantiation. What's the reasoning beyond not using the
class without a Coordinate Reference System as Justin stated?

Yes there are some eclipse dependencies that come along for the ride.
Its essentially 3 eclipse plugins ( 2 of the emf ones, and the xsd
plugin ). They don't amount to all that much, just about 1M in size. The
political overhead of an eclipse dependency is a little harder to put a
number
