I am +1 about importing geoapi interfaces inside geotools and also
about getting rid
of the geoapi dependency we have right now. I would also suggest that
we do not call them
geapi anymore after the switch but rather geotools api.

We cannot merge them with the existing gt-api module due to some circular
dependencies; but perhaps that could be teased apart.
We can call it opengis to match the package structure; which should reduce
confusion.
