directly depends on the latest version of the unitsofmeasure library:

systems-common

I see that GeoTools pulls in the unitsofmeasure dependency via:
si.uom
systems-common

Ah right, Victoria also switched over to savings time a couple weeks ago.

the "ONE" constant missing is tec.uom.se.AbstractUnit.ONE, but I don't see
any unit related jar in your classpath.
Maven would add it as a transitive dependency, so I'm guessing you're just
working off the release package and throwing jars into the classpath?
