Understood. With that in mind I would like to see this merged first (when
build.geoserver.org is restored) before merging other content.

With the osgeo repo back I have been able to completed my review of all
three branches and tested with Java 8 and Java 11, merging changes from
master in to resolve conflicts etc...
Even with out a build box in play, I would like to merge these three pull
requests in to prevent further conflicts:
The repository should now be available (same location new server).
There is a small pull request to fix our deploy story for the next release
