I saw that recently as well and did a very preliminary investigation that
pointed to a dependency on a S3 hosted Landsat file that is no longer
present.

I did not know the answer, so I did a quick research. It seems one can
configure property expansion
in the checkstyle configuration file, that would allow to switch expected
header on a per module basis:
