When we switched to spring at the core we considered going with OSGi
at the time. See

Awesome. It would be really cool to add support for GeoWebCache, to
use it as a datastore. And indeed for general WMS-C,WMTS, TMS, etc.
Then GeoServer could backend on to an existing cache.

can fully return WMS from that
