Move GML 3.2 classes into a new module gt-xsd-gml32 ---------------------------------------------------

We could use the package org.geotools.gml32 instead of the nasty gml3.v3_2. When you read GML 3.2, think GML 4. It is a completely separate suite of XSDs with no dependencies.
