Move GML 3.2 classes into a new module gt-xsd-gml32

It would be a lot better for maintainability if we split the GML 3.2 support 
classes into a new module gt-xsd-gml32. We could use the package 
org.geotools.gml32 instead of the nasty gml3.v3_2.

When you read GML 3.2, think GML 4. It is a completely separate suite of XSDs 
with no dependencies.

If we put GML 3.2 in its own module, it would separate the GML 3.2 pom from GML 
3.1, allowing us to keep the xmlcodegen options in place.
