Dimension missing associated Extent on getExtent

For some reason the QA run on the recently added dimension/extent support broke 
it so that getExtent on a dimension returns null when it should not. I couldn't 
find an explanation for why it broke but I fixed the problem and refined the 
test case to catch this problem in attached patch. I also removed out commented 
code in the parser that yaps about it not knowing about inheritance.

The QA run changes seem good and sound to me except for this regression. I do 
think a more or less full rewrite will be needed to fully support both WMS 
1.1.1 and 1.3.0 and I have a problem with WMSComplexTypes.java but that's 
another problem and perhaps that's how awful xml parsing has to be in Java...?
