The developers guide has some instructions on how to retire PMC members; basically we can check the voting history and notice who has not been able to vote recently.
So two steps; 1) knock the list back to PMC members who have been attending / voting / and otherwise meeting their responsibilities. 2) look into new PMC memebers; hopefully from organizations that are starting out with GeoTools development It was also noticed in the meeting that the module maintainer roll that serves us well when new code is being written does not work so well as code moves into maintenance mode. This has been especially apparent as members change jobs professionally. We need to respect the fact that what is lacking here is volunteer time (or paid time for that matter). The easy suggestion is to mark the modules as unsupported; this masks the problem - the code may very well be supported in the fact that GeoServer or uDig depends on it working - but unsupported in that there is no developer who feels responsible for reviewing patches and answering user questions. What I would like to see done is the recruitment of a new module maintainer; in cases where people are changing jobs and so on it would be responsible for them to set up a new developer to share the work. I have already started this; and it is something I encourage all PMC members to do.
