merging this jpeg with your own data is the trick and of course GeoTools is one
tool set that would help as would uDig, Jump, SVG, … It just depends what
you need at the other end. Do you want a view only rendering or some kind of
interactivity.

topographical map, preferrably with roads on it. Something on the lines
of www.fallingrain.com. Is there some standard dataset for this ?
