Environmental Politics as well as Science & Technology Folks:
The APSA is seeking to equalize acceptance rates across divisions. Hence, the larger number of proposals a division receives, the larger number of panels the division will be allocated. And the division-wise allocation for the 2015 conference will be based on submissions for the 2015 conference, and not on historical data.
Therefore, please:
(1) propose a paper/panel for the 2015 APSA, and
(2) submit your proposal to the STEP division.
